Samuel Garrison

Samuel Garrison has more than two-decades of experience at the intersection of business, government, and philanthropy. Sam is the founder of GPS, a firm specializing in helping leaders and organizations succeed in Southern California’s complex civic and political environment. He is also Chief of Staff to the Chair of the USC Board of Trustees.

Prior to founding GPS, Sam served in senior executive roles at Caruso, one of the nation’s largest privately-held real estate companies. He led multiple special projects on behalf of the CEO, Rick Caruso, including strategic initiatives, civic and corporate affairs, and as the project manager earning entitlements for a landmark mixed-use development project. In addition, he was concurrently the Executive Director of the Caruso Family Foundation.

Before joining Caruso, Sam was a Director at the High Lantern Group, a public affairs firm specializing in strategic positioning and thought leadership for CEOs and high-profile organizations. He was also Vice President of Public Policy & Government Affairs at the Los Angeles Area Chamber of Commerce where he revitalized the organization’s political efforts including leadership roles in successful state and local ballot initiatives. Sam’s career began on Capitol Hill as a personal aide to Senator Dianne Feinstein and later as Senior Legislative Aide to Congressman Adam Schiff.

Active in civic life, Sam was the founding board chair for Operation Progress, a youth success ecosystem in Watts, and is a longtime board member of Hillsides in Pasadena, one of the region’s oldest and most successful family services providers. He has also served on the boards of the Los Angeles Area Chamber of Commerce and L.A. County Economic Development Corporation. From 2009-2014, Sam was the Speaker of the State Assembly’s appointee to the Managed Risk Medical Insurance Board which oversaw public health insurance programs for over 1 million Californians.

Sam is a graduate of Harvard-Westlake School, University of Southern California, and Loyola Law School. He is a member of the State Bar of California.
